Police Blotter: Drunken Driving, Thefts From Stores and Thefts From Cars

Lower Merion police reported to news media the previous week's crimes Monday afternoon.

Lower Merion police reported the following Bala Cynwyd-area offenses Monday afternoon.

Theft: Inspection and emissions stickers were discovered stolen from a car Feb. 22 from the BMW of the Main Line at 214 Bala Ave. in Bala Cynwyd.

The entire windshield around the stickers had been cut, which was discovered while snow was being cleaned off the vehicle. The cost of the windshield was estimated at $649, and it cost $525 to replace, police said.

Retail theft: Police said William V. Chikonyera, 36, of the 3600 block of Creston Street in Philadelphia, was cited with retail theft in connection with an incident that occurred at 3:26 p.m. Feb. 25 at the Lord & Taylor in Bala Cynwyd.

Store security said they saw a man take items with him into a fitting room and conceal the items, and said they recognized Chikonyera from previous incidents.

Police said store security followed Chikonyera out of the store and struggled with him in the Acme parking lot when police arrived. Chikonyera was issued a citation for retail theft.

Retail theft: Police said two people tried to steal a pair of Gucci sunglasses from Saks Fifth Avenue at 6:18 p.m. Feb. 25.

John Mitchell, 27, of the 4500 block of N. Colorado Street in Philadelphia, and Ronda West, 39, of the 200 block of E. Hector Street in Philadelphia, entered the store, and store security saw Mitchell pick up sunglasses and take off the price tag.

Police said he then gave the glasses to West, who put them in her purse, before Mitchell left the store. Store security then stopped West when she went to leave the store.

Mitchell was charged with retail theft, criminal conspiracy to commit retail theft, theft by receiving stolen goods, possession of a small amount of marijuana and possession of drug paraphernalia. West was charged with retail theft, criminal conspiracy to commit retail theft by receiving stolen goods, police said.

West posted bail, and Mitchell was transported to the Montgomery County Correctional Facility in default of posting bail, police said.

Retail theft: Police said three people stole merchandise from Lord and Taylor on City Avenue at 4:52 p.m. Feb. 26.

Three people were observed entering the fitting rooms, and they took price tags and security sensors off of merchandise before putting the stolen clothes on underneath the clothes they wore in.

Security then tried to stop the three girls, police said. Shatara Sullivan-Graham, 19, was arrested and was charged with robbery, criminal conspiracy to commit robbery, retail theft, criminal conspiracy to commit retail theft, simple assault and criminal conspiracy.

Police also said they arrested a juvenile, and that the third person got away after spraying Mace at one of the security guards. Police said Sullivan-Graham was taken to Montgomery County Correctional Facility and that the juvenile will be charged via petition.

Public drunkenness: Police said an officer was on Old Lancaster Road in Bala Cynwyd at 12:12 a.m. Feb. 27 when he observed a man leaning against a window of a building.

Police said the man then began licking the glass and was having trouble standing up. Police said they arrested Robert McGougan, 37, of the 500 block of Queen Street in Philadelphia, because he was intoxicated to the point he was a danger to himself. Police said McGougan’s blood-alcohol content was 0.24.

Public drunkenness: Police said they received a call of a person staggering in the roadway at the intersection of Conshohocken State Road and Rock Hill Road at 1:08 a.m. Feb. 27.

Police said they arrested Vincent Collins, 21, of Gwynn Oak, Md., because he was intoxicated to the point he was a danger to himself. Police said Collins is a student at St. Joe’s University and that his blood-alcohol content was .22.

Police said that while Collins was in the cell at the station, he urinated throughout the cell and damaged the cell by scraping paint off the walls. Police said Collins was charged with two counts of institutional vandalism.

Police said Collins was unable to post $10,000 bail and is now in the Montgomery County Correctional Facility. Collins has a hearing on March 7, police said.

DUI: Police said they stopped Nathan Hall, 25, of the 100 block of Jones Street in Bala Cynwyd, at 3:06 a.m. Feb. 27 for speeding on Lancaster Avenue. Police said Hall failed two of the field sobriety tests and was brought to headquarters, where his blood-alcohol content was measured at 0.14. Hall will be charged with driving under the influence.

DUI: An officer observed a vehicle headed south on City Avenue beginning to drift between lanes at 3:20 a.m. Feb. 27. Police said the driver’s breath smelled of alcohol and failed field sobriety tests.

Police said the driver’s blood-alcohol content was .12 when he was brought back to headquarters, and charged Mario Oliva, 24, of Marion Court in Upper Darby, with driving under the influence.
